Well this post by @Fultre is about as ridiculous as they come. Nobody has BROUGHT DOWN the animation. All anyone has done is said it's great but not accurate to the finished coaster design. I don't think that's broken. It looks like it's been dug out to me. I'm guessing the tie down rod was damaged. If you look closely you'll see that it has had an extension nut placed on it within this cut out section. This is not unheard of in (coaster) construction.

Because it's almost impossible to get the concrete perfectly level and also the support might not be 'perfect' so the base might not sit perfectly level anyway. The nuts 'under' the support can be adjusted to level the support correctly. Once it's all said and done the space in the middle will be grouted so the support does effectively 'connect' with the concerted. Does that make sense?
