Definitely not a game engine, they are animations. I recall an article years and years ago that was possibly linked through TPR - if I remember correctly they are (or were, may have changed now) done by a single animator.

Game engines (mainly Unity) are actually quite commonly used to create animations like this. However, that's mainly when you want some sort of interactive component. So it'll most likely be some kind of complex animation software.
