Interesting read. 

I always thought that the Arkham one was done in house, cause at one point to me Joker sounds like the staff actor that plays shaggy.

Sounds like the vocal/delivery Hamil uses for the current joker stuff. If you've played any of the arkham games, in particular the recent VR one, or watched any of the justice league action episodes; it's a dead ringer.

All of WBMW voice overs are done by the current/originally actors, unless they have passed on.

No, walk about characters are approved by DC Comics, that’s why they all sound very similar to Hamill.

I think the character itself has to be approved by DC but i don't think the actors themselves have to be. Superman is a different story though.
