Surfrider Annual Maintenance

There's no such thing as a "freebie" when you're buying rollercoasters. The real reason why they had so many Intamin rides in a row is probably because they had created a partnership of some sort with Intamin. That way the connection between Intamin and VRTP is stronger, the parks know that the rides they're getting are good quality. They might've gotten some sort of discount, but certainly no "freebie". It's the same reason why Six Flags has been building a couple of RMCs each year from the past few years (although this partnership may have ended?) or why Cedar Fair got a B&M for one of their parks every year for a few years back there.

Interesting to see that the Surfrider still doesn't have a reopening date, as it is usually at this time of year that it will reopening. It still states on the website that it is "Closed from Wednesday 19th April 2017"

Here's hoping they're just throwing everything at Rivals right now and it's a case of "i'm sure people will happily wait for a ride not many people care about so we can get the country's best ever ride up and running."
