I think it is just the park although hotel and retail development would be cool.

It's not in the Water Park.  Stage 1 includes a Water Park and an open field that are near to each other. 

The Water Park is a small part of what Actventure Park is.  The soccer field as you call it(Green Area) is a multipurpose area for things like sports and concerts.

Really reminds me of Universal Orlando's Citywalk with the lake and shops around it. Let's hope it turns into something decent (or just turns into something...).

I didn't get a chance to do it at Bathurst in 2014 - looked like fun.
