Based off what’s been built so far, it definitely seems like a memorial space. And I think it makes sense based off where it’s located too. It’s in a quieter area of the park, some what hidden so it isn’t super obvious and on display to everyone. It isn’t too close to the incident area (because otherwise it could be seen as, this happened here but now we’ve got a massive coaster), but also not too far away that it doesn’t make sense

what better opportunity to build an outdoor\open air version where they can reopen that experience to people without needing pesky indoor room limits then?

Sure. Dreamworld are yet to take any notice of indoor capacity limits to this point, maybe they are planning on starting to?

100% why I thought it might be the memorial garden. Could be wrong. 

Usually, these things are off a path and look somewhat secluded to allow for piece and quiet as previously mentioned.

My take on these is more 'pay no attention to the man behind the curtain' and they're just walling off the now abandoned areas of the park, just as they did with Trolls Village.
